Toward a New Aid Model
In terms of trends in how aid is approached and organized, a partnership model focused on country ownership and performance based aid is becoming increasingly popular. It typically applies one or both of the following principles:Country ownership, which requires that donors align their support with a strategy developed by recipients, moving away from intrusive policy conditionality. The March 2005 Paris Declaration embodies this principle.Aid allocation based on country performance, which bases the level and modalities of aid on development achievements that recipients are expected to attain—including the quality of their governance and policies (including the management of financial resources)and interim indicators of future results. Within this emerging aid framework, the objective is to move aid commitments toward a contractual basis built on achieving development outcomes.A remaining challenge is how best to balance aid allocation between rewarding and encouraging good performance and addressing urgent needs. The performance model risks focusing aid on a few countries that already perform well. A needs-based approach risks putting resources in poorly managed, inefficient, and possibly ineffective environments, and may undermine incentives for better performers. Fragile states—failed states or countries with very weak governance, where need is often greatest—clearly need aid, but require a different approach. The global community is still working to improve practices in this area.

After that last video I saw of Anna Nicole Smith with the clown makeup I just had to write an article about it.This is a farce of the largest kind.Why is this still in court? The facts need to be laid out for all to see. Who is going to get the baby and the estate?In MY opinion, Anna's mom should. Until, Larry Birkhead's motives are clear and the DNA testing is done then that is the decision.Howard K. Stern is nothing more than a leech. He did not have income, by his own account, since 2002 when he left a law practice. The fact that he is getting loans from his parents tells me that they are expecting some kind of payment or he has made promises about all of the money Anna had. And do not forget about the DNA sample; he has yet to give his sample.This is absolutely wrong. If the judge cannot see this plainly and simply then he needs to be removed. What blows my mind is he is dragging this out till Friday. Give me a break.Friday is one day too long for that little baby to be controlled by Stern. There is no justification for it. He was a boyfriend. Get over it Howard you are a leech!One last thought. Why did Anna die? Why did she look like she was on drugs and so out of it? Do not forget these questions.It would not surprise me if Howard had something to do with it. Remember, if he appears to be a master manipulator he could very well be.
